A load cell is a transducer that is used to create an electrical signal whose magnitude is directly proportional to the force being measured. This particular model is a standard load cell for measuring weight up to 10 Kg. The output of this load cell is in milli-volts and can't be directly measured by a micro-controller, necessitating an ADC with high resolution or an instrumentation amplifier to make the load cell's output readable to a micro-controller.
